Of course this is true , WE WHO HAVE KNOWN THIS FOR A LONG TIME , HAVE BEEN TRYING TO TELL EVERYONE . The patents are there , the evidence is everywhere, THE WAR IS HERE !, The military and their defense contractors are out of control and NOT ON OUR SIDE. To understand it, you need to begin learning the principles of Plasma Cosmology and the magnetic electrostatic nature of our universe and planet. I recommend the YouTube channel Suspicious Observers. This channel is dedicated to exploring how electromagnetic forces create short and long-term weather patterns of wind to rain to ocean currents heat cold etc.
The patent mimics these electromagnetic forces, changing the electromagnetic signatures of atoms, electrons, etc. influencing pressure in the atmosphere in one area, to produce wind directed at another area.
Don't know about "Plasma Cosmology" though I am familiar with the Thunderbolts Project. More studied on Plasma Physics.
I am well aware of electromagnetic forces in the universe and have done research magnetohydrodynamic fluctuations in the ionosphere and their sources.
Have you read and understood the Patent or have you just taken Ben's word on it?
Perhaps have a look at the company that filed it to read more from their point of view? There is no vacuum in the troposphere or just above the lithosphere where these winds formed and how would you set up the Casimir plates?
Nothing about wind there. This old paper, about the same effect, at least gets a smidgeon closer because it mentions thermodynamics which is required for wind.
